Remote: Hybrid About DSETThe Democratic Society and Emerging Technology Research Center (DSET) is a Taiwan-based policy research institution dedicated to interdisciplinary studies on democratic governance, social resilience, emerging technologies, and regional security across the Indo-Pacific. DSET works closely with scholars, policy practitioners, and international partners to support evidence-based public policy research and strengthen institutional understanding of complex transnational issues affecting democratic societies. Project BackgroundDSET is expanding its long-term research initiatives on transnational communities, democratic resilience, and diaspora governance across the Indo-Pacific region. As part of this effort, DSET is launching a specialized research program focusing on Tibetan exile communities and diaspora institutions, with particular attention to community governance, civic participation, identity transformation, and transnational social networks across South Asia, North America, Europe, and the Asia-Pacific. Key ResponsibilitiesProvide research-based assessments of Tibetan exile communities, including community structure, population distribution, local governance practices, and civic participation across regions. Support thematic analysis of diaspora institutions, including community administration, social mobilization, education networks, cultural preservation, and democratic participation mechanisms. Contribute contextual understanding of institutional coordination among Tibetan diaspora organizations and relevant stakeholders. Prepare analytical notes, structured briefings, and topic-specific reports based on professional expertise and field familiarity. Participate in confidential research consultations and long-term collaboration with the DSET policy research team. QualificationsPreferred candidates may include professionals with: Experience within Tibetan exile institutions, public affairs, education, parliamentary affairs, or policy coordination. Experience working with Tibetan diaspora organizations, women’s associations, youth organizations, or civil society platforms. Professional engagement with governmental departments or institutions in regions with significant Tibetan exile populations, particularly in India. Experience with NGOs, development organizations, academic institutions, or cross-border community initiatives involving Tibetan diaspora communities. Strong understanding of diaspora governance, democratic participation, and transnational social networks. Candidates should also demonstrate: Excellent analytical and writing skills Professionalism, discretion, and research ethics Ability to produce explicit and evidence-based reporting Fluency in English preferred Work ArrangementFully remote working arrangement Flexible project-based cooperation Long-term external consultancy model Periodic online consultations and research collaboration CompensationCompensation follows a hybrid consultancy model combining a monthly retainer and performance-based project payments. Compensation levels are determined individually based on professional experience and research contribution.
