Performs historical data analysis&champions the office estimating database, Equipment Scheduling System. Responsible for conceptual estimating, cost analysis, planning, coordination,&consolidation. Major Responsibilities: Assists in preparing cost data for proposals&internal Management Information reporting. Determines scope requirements for BEO Business lines&specialty areas Develops quantity takeoffs for a BEO business line or specialty using defined documents or undefined scope assumptions. Review, verify,&integrate inputs provided by others into project controls systems&tools. Assists in developing&implementing requirements for cost recording, reporting,&analyzing standards, programs,&reports. Performs performance monitoring&control functions for specific applications, including the consistent use of applicable procedures. Independently provides financial reporting&assists with management of the BEO Trend program, including development&processing of trends. Incorporates approved trends into the BEO forecast&tracks spend for key trends. Assists in developing specific project codes of accounts&recommends appropriate modifications&revisions. Investigates the requirements for estimating&/or cost control data for a specific BEO business line/other specialty application. Monitors asset delivery schedules across multiple concurrent projects, identifying delays&anomalies through systematic tracking&analysis to ensure on-time completion. Perform bi-annual market basket analysis to update rental rates&purchase prices for relevant regional markets. Execute Construction Equipment Schedule (CES) updates in response to project-specific estimator requests&prepare recommendations for manager review. Coordinates CES reviews with relevant Subject Matter Experts (SMEs) prior to responding to Project estimators with recommendations/inquiries. Performs Buy/Rent Analysis per CES revision for manager review. Leads weekly Business Development (BD) meetings with relevant department heads to bring awareness to all upcoming project prospects.Assists with quarterly Capital Expenditure forecasts activities across all GBUs. Education and Experience Requirements: Preferred to have bachelor's degree in engineering, Construction Management, or Finance/Business related degree is required with a minimum of 7 years of related professional work experience.Required Knowledge and Skills: Knowledge of financial systems, chart of accounts, understanding of policies, management instructions, finance&project controls procedures, which is relevant to Project Controls Function (including Project Financial Status Reports&Earned Revenue Determination Data). Experience performing quantity takeoffs, statistical analysis,&computer operations, or skilled in understanding technical processes, quantity determinations,&mathematical&financial reports. Skilled in oral&written communication. Knowledge in the use of MS Office for executing work processes. Knowledge in capital cost&services estimating. Intermediate level of knowledge of engineering, procurement, contracts, construction,&startup work processes, as performed by Bechtel. Knowledge of engineering&construction management is customarily acquired over time through specialized instruction or practical experience. General knowledge of EPC work processes&Controller procedures. Experience with internal Bechtel accounting systems&natural classes. Well versed in large data sets&manipulation in excel.
