Reporting Relationship: State Officer (Digital Transformation)------------> State Program Head Employment Type: Fixed Term Contract Locations : Odisha and Jharkhand locations Purpose of the Role: To lead the planning, implementation, coordination, and monitoring of digital health system strengthening initiatives at the state level. The role will support government departments and stakeholders in designing, integrating, and scaling digital public health solutions that improve service delivery, health data management, governance, and program outcomes. The position requires solid expertise in digital public health systems, data analytics, stakeholder coordination, and implementation of large-scale technology-enabled public health systems. Key Roles and Responsibilities: 1. Digital Health Systems Strengthening A. Support the state government in identifying key public health system gaps and opportunities for digital transformation. B. Lead the implementation and integration of digital public health solutions aligned with state priorities and national frameworks. C. Ensure alignment of all digital interventions with ABDM guidelines, eGovernance frameworks, and statutory compliance requirements. D. Facilitate interoperability between existing health platforms, databases, and digital tools under a unified ecosystem. E. Support digital innovations for improving service delivery, health facility management, beneficiary tracking, and community outreach. 2. Technology and Digital Platform Management A. Coordinate with technology and product design teams for development, testing, deployment, and troubleshooting of digital platforms. B. Support implementation of ETL (Extract, Transform, Load) processes for integrating data from multiple systems. C. Provide technical support and guidance for digital tools and platforms used within the program. D. Support cloud-based data management and integration initiatives where required. 3. Capacity Building and Technical Support A. Lead digital capacity-building initiatives for government officials, healthcare workers, program staff, and community-level stakeholders. B. Conduct trainings, orientations, and supportive supervision on digital tools and reporting systems. C. Develop user manuals, SOPs, training materials, and implementation guidelines. D. Facilitate knowledge-sharing and documentation of best practices and lessons learned. 4. Monitoring, Learning, and Innovation A. Identify systemic gaps through digital monitoring systems and recommend corrective actions. B. Support continuous improvement and innovation in digital health implementation models. Minimum Qualification
• Postgraduate degree Public Health with knowledge of Health Informatics, Information Systems, Data Science and Public Policy. Demonstrated experience in digital health transformation, e-Governance or health technology implementation.
• Experience working with government departments, development agencies, NGOs, or public health institutions preferred.
• Experience in ABDM-aligned systems or public digital health architecture will be highly preferred Work experience in years: 6-15 Years of relevant experience Skill Set requirement: Technical Skill Sets
• Knowledge of Microsoft Technologies
• Knowledge of ABDM, eGovernance or similar public health IT systems
• Hands on experience of Large Scale digital health or eGovernance programme
• Experience in implementation of Public Health Technology
• Familiarity with Cloud platforms (AWS/Azure/GCP), APIs and systems integration, CRM/database management systems, ETL processes and data pipelines
• Microsoft technologies and digital collaboration platforms Behavioural Skill Sets
