Job Description POSITION SUMMARY Plans and schedules work of assigned staff performing work in human resources. Supervises the application of established human resources policies in employee relations, wage and salary administration, employment, benefits administration, training, AA/EEO, labor relations, safety, and special projects. May supervise research in the development of human resources policies and procedures. Supervises the preparation of reports as required by legislation or organization needs. May serve as liaison with the community or other outside agencies with regard to human resources activities and programs.RESPONSIBILITIES Supervise employees involved in HR activities, including assigning and reviewing work and evaluating performance. Supervise, delegate, and prioritize workload. Implement staff procedures and conduct staff meetings. Oversee office functions. Train staff on policies, procedures, and internal controls.Reviews and coordinates the company employment, with a strong emphasis on employee and labor relations as well as personnel, and equal opportunity policies and practices to comply with the applicable provisions of federal and state labor laws, including the maintenance of necessary files, etc. Coordinates with the local Human Resources Advisor the communication and coordination of Performance Management Process to insure that employee performance is evaluated, that employees are aware of their performance, and their development needs required to effectively support organizational objectives.Oversee employment activities, assuring that properly qualified employees are recruited and hires for company positions. Maintains Drug and Alcohol Program, pre-employment, and post offer testing. Oversee all HR audits, ensures compliance to Emerson policies and practices and regulations. Ensures the development and implementation of training programs which support company business objectives, this includes new orientation communication programs, employee survey, and career counseling are conducted efficiently throughout the sites. Ensures that training programs are recorded, and employees are certified within their respective occupations.Establishes and assures local relationships with veterans and other protected groups. Assures job postings reach targeted populations. Works with internal management to adopt and support EEO goals and OFCCP reporting requirements. Recommends employee relations practices necessary to establish/maintain positive relationshipsConducts investigations of employee complaints. Counsels managers on employment issues . Advises managers and supervisors in the progressive discipline process Work with the leadership team to develop hiring strategy to ensure staffing levels are maintained and to minimize hourly turnover Source, screen, and interview applicants using the competency-based interview guidelines found in hiring guide and through the group interview process.Review and maintain Applicant tracking system Conduct on-board orientation of new Associates. Ensure use, execution, maintenance, and administration of the on-boarding process. Drives participation and understanding through effective communications and meetings with associates. Responsible for coordinating and implementing associate communications policiesCounsel management on application of policies, procedures, laws, standards, and legal compliance to ensure consistency and applicability to the situation. Participate and engage in continuous improvement and management meetings. Maintain all legal report and documentation pertaining to employment, including EEO logs, workplace bulletin boards, and I-9, E-verify, background check, licensing, etc.Administer compensation program. Administer performance evaluation program. Maintain benefits and HRIS records. Represent the organization at personnel related hearings and investigations. QUALIFICATIONS Associates degree in Human Resources, Business, or related field 5+ years' experience in a HR Generalist roleDemonstrated computer skills within a HRMS system, including data entry and Microsoft Office Suite. Demonstrated a high degree of confidentiality. Demonstrated human relations problem-solving skills. Detail oriented able to prioritize multiple issues Experience partnering with all levels of management to deliver HR solutionsDemonstrated ability to achieve results through others with strong communications skills. Demonstrated ability to be proactive in anticipating the needs of the business and developing responsive/supportive HR strategy Thorough knowledge of applicable Federal, State, and local employment laws, compensation philosophies and HR operating procedures, and best practices.Experience in a supervisory capacity preferred
